Big Savings for Little Ones: How Northern Ireland’s Childcare Scheme Works

Working Families across Northern Ireland are set to receive a financial benefit, a new government-backed initiative designed to ease the pressure of the rising childcare costs. The Northern Ireland Childcare Subsidy Scheme (NICSS) offers eligible families a 15% reduction on their childcare bills, providing meaningful financial support to household budgets.

Extension of the NICSS to cover school-age children

The scheme was launched to tackle the affordability crisis in early years care and school-age care. This was originally only applicable to children under Primary School age, however from 1 September 2025 eligibility is extended to also include all Primary School age children. reflecting the reality that out-of-school care and holiday clubs can be just as costly as nursery care. This crucial expansion helps stabilise childcare costs right through the primary years — a long-standing concern for working parents.

How Much Can Parents Save?

Through the NICSS parents can save 15% of their registered childcare costs, up to a maximum of £184 per child, per month, or £2,200 per year. This scheme combines with Tax-Free Childcare which gives parents a further 20% on the remaining childcare costs, up to a maximum of £2,000 per year, per child. Together, The NICSS significantly reduces the financial pressure on working parents.

Who Qualifies?

To be eligible for the Northern Ireland Childcare Subsidy Scheme (NICSS), You must:

  • Be using Tax-Free Childcare (TFC)- Registered with HMRC for TFC, which gives a 20% top up on childcare payments.
  • Use a Registered Provider -Your childcare Provider must be both:
    – Registered with a regulatory body (e.g., for nurseries, childminders, after-school clubs).
    – Approved with HMRC as a TFC provider.
  • Be a working Parent – Both parents (or a single parent in a single-parent household) must earn at least the equivalent of 16 hours per week at National Minimum or Living Wage (currently around £195.36 per week), and must not exceeding £100,000 annual income.
  • Have an eligible child-
    – From September 2024 to August 2025: children below primary school age.
    – From 1 September 2025 onwards: all primary school–aged children are also included, meaning the scheme will cover children from birth right up until they leave primary school (generally ages 0–11+).

How to Apply for NICSS

Parents can apply for NICSS support through the schemes online registration system.

  • Apply for Tax-Free Childcare on GOV.UK if not already registered.
  • Check your childcare provider is registered and TFC-approved.
  • Complete the NICSS application on the Early Years portal.

Once authorised, parents get 15% off childcare costs directly applied to their bills, alongside TFC savings. Support is available through the NICSS team and the Early Years organisation for guidance with eligibility, registration, and compliance.

The expansion of this scheme aims to make childcare more affordable for a wider range of families, support parents entering or staying in, and ensure more children-both preschool and school age -can benefit from high-quality, registered childcare.

It also strengthens the childcare sector by boosting demand and providing stable, predictable income, delivering benefits beyond individual households to the wider economy.
